Keep the hair manicured avoiding flyways and messy texture.  Keep the hair soft and slightly romantic so it's not competing with dramatic makeup.  Go with a full, matte coverage of foundation but be sure to create depth, drama, and beautiful looking skin by adding highlights and contours.  Go with a cool-tone, soft smokey eye.  Finish the look with a bold, hombre lip in soft reds or soft plums.
